St. Kitts and Nevis Unveils First National Disability Policy 2026-2030

St. Kitts and Nevis has launched its inaugural National Disability Policy, spanning 2026 to 2030. Junior Minister Isalean Philip, responsible for Gender Affairs, Ageing, and Disabilities, presented the policy in the National Assembly.

This initiative marks a major advancement in promoting inclusion and equal opportunities for individuals with disabilities. Minister Philip emphasized that the policy serves as a comprehensive national framework, outlining guiding principles and actionable steps to enable full societal participation for people with disabilities.

The policy aligns seamlessly with the National Development Planning Framework and targets ten critical areas to support productive lives and active involvement for those with disabilities.

Key Focus Areas

  1. Removal of Environmental Barriers: Ensures equal access to public spaces, transportation, information, and assistive devices.
  2. Education, Training, and Lifelong Learning: Provides equal opportunities for students and adults with disabilities to achieve educational certifications.
  3. Economic Inclusion and Financial Security: Guarantees the right to employment, income, and future-building prospects.
  4. Public Awareness and Attitudinal Barriers: Integrates disability rights into school curricula and launches nationwide awareness campaigns.
  5. Health and Wellness: Develops a disability-inclusive healthcare system with equitable access to quality medical and mental health services.
  6. Inclusive Housing and Livable Communities: Introduces quotas for public housing, grants for home retrofitting, and accessibility in emergency shelters, sports facilities, and community centers.
  7. Social, Cultural, and Public Participation: Supports involvement in cultural activities, sports, voting, and community decision-making.
  8. Legal Capacity, Protection, and Access to Justice: Reviews discriminatory laws and procedures, and establishes a Disability Commission to handle complaints and rights violations.
  9. Disability Data and Research for Planning: Implements structured data collection and analysis for ongoing policy monitoring and evaluation.
  10. Accountability, Implementation, and Governance: Forms a National Disability Council with a dedicated secretariat to oversee execution and ensure transparency.

Officials view this policy as a foundational step toward a more inclusive society in St. Kitts and Nevis.
