The Ministry of Sustainable Development has successfully completed the relocation of farmers who had been cultivating land in the Lemon Hill and Cabbage Tree areas. These lands were designated for residential development, and the move was carried out to allow lawful landowners access to their properties for surveying and construction. The rehabilitation process has been described as safe and orderly, marking the end of a multi-year engagement between the government and the affected farmers.

Background to the Relocation Effort

Discussions regarding land ownership and use in Lemon Hill and Cabbage Tree have been ongoing since 2022. The Ministry of Sustainable Development, alongside the Ministry of Agriculture, has been actively involved in negotiations and developing support strategies to facilitate a smooth transition for the farmers. This extensive engagement period, spanning several months, included participation in negotiations aimed at finding mutually agreeable solutions.

The resolution of this matter was significantly influenced by a court ruling on March 31, 2026. In this ruling, a court dismissed an injunction that had been filed against the Ministry by one of the farmers involved. This judicial decision paved the way for the finalization of the relocation plan.

Support and Alignment with National Plans

Authorities have emphasized that the farmers received comprehensive support from both the Ministry of Sustainable Development and the Ministry of Agriculture throughout the relocation process. This support was designed to ensure that the transition to new agricultural sites was as easy and smooth as possible.

The relocation efforts were undertaken with careful consideration for the farmers’ agricultural livelihoods and in alignment with national physical planning priorities. Specifically, the move adheres to the principles outlined in the National Physical Development Plan and the broader Sustainable Island State Agenda (SISA). SISA aims to balance development needs with environmental sustainability and community well-being.
