The Public Works Department of St. Kitts is actively supporting Saba’s ambitious Black Rocks Harbour development with a consistent weekly supply of essential construction materials. This significant inter-island cooperation is being facilitated through a direct commercial supply contract and a partnership agreement established between the St. Kitts Public Works Department and the Public Entity Saba.

Key Regional Infrastructure Milestone

Officials in St. Kitts have highlighted that the ongoing transportation of construction materials for the Black Rocks Harbour Project marks a crucial advancement in regional infrastructure collaboration. The Public Works Department is committed to supplying approximately 80,000 tonnes of boulders each week. At this sustained pace, the complete delivery of materials is anticipated to take between five to six months.

The materials are being transported directly to the project site using flat barges. These shipments are expected to conclude by late 2026, marking the full completion of the material transfer phase.

First Shipment Arrives, Project Progresses

The inaugural shipment of construction materials reached the Black Rocks Harbour Project site on May 27, 2026. The Public Entity Saba shared news of this significant first delivery via its official social media channels.

Jermaine Lake, the quarry manager for the Public Works Department, confirmed that the logistical operation of transporting these large quantities of boulders is well underway. “The process has begun for the movement of 80,000 tonnes of boulders every week over the course of the next five to six months in Saba, where they’re building a new harbour and marina,” Lake stated.

Lake further elaborated on the necessity of this initiative, explaining that Saba lacks the specific types of rock required for the project. He indicated that the material transfer process is scheduled to be finalized by the end of 2026. “From now on until possibly the end of 2026, we will have this loaded up here, transferred to the Deep Water Harbour, then transferred onwards to a barge and onwards to Saba,” he added.

Vision for Black Rocks Harbour

The Black Rocks Harbour Project is a strategic initiative by the government of Public Entity Saba. The project aims to establish a primary port for the island, featuring modern infrastructure designed to accommodate a range of maritime activities. These include daily ferry services, small commercial vessels, luxury yachts, dive boats, and local fishing and craft vessels, thereby enhancing connectivity and economic opportunities for Saba.
