The government of St. Kitts and Nevis has successfully deployed 21 Fish Aggregating Devices (FADs) as part of a strategic initiative to enhance the nation’s fisheries sector and expand opportunities for local fisherfolk. This significant investment, spearheaded by the Ministry of Agriculture and Marine Resources, aims to improve access to valuable oceanic species and support the livelihoods of those who depend on the sea.

Expanding Fishing Horizons with FAD Deployment

Minister of Agriculture and Marine Resources, Samal Duggins, highlighted the positive impact of the FAD program, noting that the initiative has been warmly received, particularly in traditional fishing communities like Old Road. Since taking office in 2022, the administration has prioritized investments in FAD technology. Minister Duggins emphasized that the deployment of these devices directly addresses a key concern raised by fisherfolk in Constituency 4, an area with a strong heritage of fishing. The government views it as a core responsibility to actively listen to and respond to the needs of its fishing communities.

The Ministry of Agriculture and Marine Resources has made the strategic deployment of FADs a central pillar of its fisheries development strategy. To date, 21 FADs have been successfully deployed, providing fishermen with significantly improved access to sought-after species such as yellowfin tuna. Minister Duggins attributed this successful milestone not only to the government’s efforts but also to the invaluable contributions of fisherfolk across the island, especially within Constituency 4. Their input has been crucial in shaping a program that genuinely reflects the practical realities faced by individuals who earn their living at sea.

Positive Returns and Community Engagement

The investments made into the fisheries sector are already yielding positive results. Minister Duggins extended particular praise to the Department of Marine Resources, under the leadership of Acting Permanent Secretary Randel Thompson, for their diligent work in advancing the FAD program. The St. Kitts and Nevis Labour Party Administration has been proactive in preparing fisherfolk to effectively utilize the new FAD technology.

To ensure the fishing community was well-prepared for the FAD deployment, the government organized a series of comprehensive workshops. These training sessions took place in key fishing villages, including Old Road and Dieppe Bay, between September 20, 2025, and September 30, 2025. The workshops provided essential knowledge and practical guidance, equipping fishermen with the skills needed to maximize the benefits of the FAD program.

The Role of Fish Aggregating Devices

Fish Aggregating Devices are structures, either anchored or free-floating, designed to attract a variety of marine life. They function by providing a focal point in the open ocean, mimicking natural habitats like sargassum weed or floating debris, which attract smaller fish. These smaller fish, in turn, draw in larger predatory species, creating concentrated areas of fish populations. This makes it easier and more efficient for fishermen to locate and catch commercially valuable fish, thereby increasing catch rates and reducing the time and fuel spent searching for productive fishing grounds.

Benefits of FADs for St. Kitts and Nevis

  • Increased Catch Efficiency: FADs concentrate fish, leading to higher catch volumes for fishermen.
  • Access to Pelagic Species: They are particularly effective in attracting migratory, open-ocean species like tuna and mahi-mahi.
  • Economic Boost: Enhanced fishing success can lead to increased income for fisherfolk and contribute to the local economy through seafood sales.
  • Reduced Fishing Effort: Fishermen can save time and fuel by targeting areas where FADs are deployed.
  • Support for Traditional Livelihoods: The program directly supports the long-standing fishing traditions within communities like Old Road.

Future Outlook and Government Commitment

The successful deployment of 21 FADs marks a significant step forward for the fisheries sector in St. Kitts and Nevis. The government’s commitment to investing in this technology, coupled with effective community engagement and training, demonstrates a clear strategy to foster sustainable growth and improve the economic well-being of its fisherfolk. By responding directly to the needs expressed by the fishing community and implementing practical solutions, the Ministry of Agriculture and Marine Resources is paving the way for a more prosperous future for this vital industry.

The ongoing collaboration between the government and local fisherfolk is expected to yield continued positive outcomes. As the FAD program matures and potentially expands, it promises to further solidify St. Kitts and Nevis’s position as a region with a robust and well-supported fishing industry, ensuring that traditional livelihoods can thrive alongside modern technological advancements.
